Actually I used an 18V cordless drill! :D I took my time, made a jig ( out of spare stuff I had laying around ) to hold the pulley and the bit at the same time. Also, some usb to serial adapters will select the next available com port when you plug it in, so depending on other external adapters like blue tooth, etc. it is possible that it can change when you insert it the next time.
