I guess I will answer my own post. There are some automotive digital volt meters that have a rpm scale. I was able to use that to get a reading out of the adapter board, it appears to be sending the correct signal, so the problem must be downstream on the adapter.

I am driving the ignition on a Rover 4.6 V8 using the Ford EDIS setup, that works great. The engine is in a Triumph TR8, I am trying to drive the stock tach.
