newbee having problems

I have assembled my board and everything looks good but when I connect to my PC's com21 port I cant see the board.What should I look for?
His a few things to try
1 check you have 12 volts to the board.
2 check that the serial cable meters though ok and connects to the right pins
3 I guess you mean COM port 1 or 2, if you have 12 volts and a good serial cable is good it should work
