Cannot detect Race Capture Pro

I just finished installing a RCP and I am having issues getting it to connect to my laptop.
I ran 12V and Ground and when I power up the device everything seems in order (lights on and such).
I plugged the RCP into my laptop and it prompted me to install a new device. Drivers went in without an issue and as far as Windows seems the device seems fine.
But when I start the RCP software it tells me it can't detect the device. I tried to detect it with and without car power running to it. I also tried using my Macbook instead just to see if it was a windows thing. None of that helped.
Of course tried the restarting the computer, un-plugging and re-plugging USB cable, etc.
What's the next move?
