I was able to get the CAN data working between the MS and RaceCapture, but I noticed that the numbers coming in for the AFR are actually the AFR Target, not the AFR data from the Megasquirt. I noticed the numbers on the RaceCapture for AFR did not match the one shown on the gauge and then verified that the MS matched the gauge. I was able to change the AFR Target table and saw the RaceCapture numbers change to match what I input into the MS table.

The settings according to DIY Autotune are as follows:
11 bit broadcasting
ID 1514 with an offset of 1 for the measured AFR
ID 1514 with an offset of 0 for the target

I cannot confirm what the settings are in the RaceCapture unit until I get back to the racecar.

The preset in the RaceCapture unit is 1521 offset 4, but when looking at the data, the value matches the AFR1 Target table, not the actual AFR.

No one else has this issue? Could there be a setting in the MS that is not correct?

Just to round out the thread, I found these settings work for AFR with an MS3 Pro PNP:
CAN ID: 1523
Offset: 4
Length: 2
/10*1+0

Thanks. Looks like that is reflected in the latest CAN mapping for MS.
