load axis bins numbering and tps

while looking at ignition maps suitable for a zetec running carbs and tps,I cant understand why some maps have load axis bin numbering other than 0 to 100 ie throttle closed to throttle fully open in 10 percent steps, am I missing something.

You may want to PM the respective users of the maps, but at first guess I would imaging they had not yet calibrated the TPS and went with the default load axis, which is clearly not representative of actual engine load. Or; the map may be only 2D with the load axis ignored. Best bet is to confirm with the author.
