Race Capture Pro3 doesn't connect

Total noob here,
my lovely wife bought me the RCP3 for my birthday. I was trying to get it set up for the Laguna Seca event last weekend.
I downloaded the app and plugged the RCP into my laptop. and ran through the setup procedure. It would get to the "plug in your device and I'll connect" screen and it would just sit there, saying "connecting".
I downloaded the latest driver and updated it, I am running windows 7 which confirmed the driver is the most current for the ports.
When I plug the RCP into the USB, I get a green power light and nothing else.

I'm sure I am missing something simple. Any guesses?
