EDIS 8 Bench testing

I'm bench testing two EDIS8 modules because neither is providing a PIP output. I have a trigger wheel mounted in a drill press and VR sensor mounted next to it. The VR sensor looks good on both an oscilloscope. I'm able to see the sine wave and missing tooth. I also get about 2.5 VAC with a DVOM. However the only output I get from PIP is a steady 12.8 VDC (battery voltage). I don't have it connected to the coil packs or plugs and wires. I'm assuming output wasn't required to verify PIP. Do you agree with that.
